Desktop and desktop browser apps
Click on the "gear" icon top right of your interface. This will give you a dropdown menu with a Settings option.
Mobile apps
Tap the 3 vertical dots bottom right of your screen > Settings.

I do not have a little down arrow at the top right of my screen. When I mouse up to the top of the Workflowy screen in my Safari browser, a black bar appears, but with no options to get to Settings.
