On the "Jump To" menu, the up/down arrows move the search cursor to either the beginning or end of the search respectively. When this happens, the menu is refocused on the input. (This seems to be the default behavior for inputs in the browser?)
The problem arises when the "Jump To" menu overflows, and you use the up/down arrows to navigate the list past the overflow. When you do this, every time you switch directions (up to down, or down to up) using the arrow keys, the scroll jumps back up to the top because it's refocusing on the input.

At this point, each up/down arrow key movement causes the list to jump to the top, and then auto-scroll back down to the bottom. I can't show this without a recording but I hope you get the point.
I'm thinking maybe up/down arrow keypresses should be ignored by the search input?
