Problems with shared lists

I have a shared list that I have been using with another user for several years. Starting in last few weeks, when looking at it from the top level on iOS I can no longer tap into it and get a cursor. In order to add or edit an item I need to click into those bullets in the shared list first.

We attempted to workaround the issue by creating a new shared list. I made a new one and shared it with them, but when they try to open it they can't. Clicking on the bullet doesn't open the list, and clicking the down arrow doesn't expand it. This happens on both iOS and web.
