Cannot move items in Android app

I press and hold to pick up an item, I get a movable version of the item which I can drag around, but no matter where I release the item, it does not change position in the list. 

Version number is 21.12.23.1730, Android is Pixel 5 running Android 12

  When that happens to me, I close the app, reopen it, and that seems to restore the ability to move the bullet point to a different location.
