Drag and drop not working on Android

Looks like I just had an update go through (there are several things that now look different) on my Samsung Note 9 and the drag and drop is no longer working. You can drag a bullet, but once you release it just shows up back where it was to begin with.

  I saw this show up on Android (Beta 3.5.2) once. I killed the app and reloaded, and have not been able to reproduce.  My recollection was the "target line" did not appear, but the floating bullet text was visible.
