Wood, Steel and Space Themes bug with adding Lists

In these themes can't add shared lists button "Add to my Workflow" disappears

  Once you drill into a page you can't create a list of sub-items.

  You can add a note, and you can add sub-items from the prior page but not on the actual page.

  For example: 
  
  List of main topics

  • Main topic 1
  • Main topic 2
  • Main topic 3

   

  I can create a sub-list under Main topic 1 while on the main page.

  But as soon as I drill down on Main topic 1 I can no longer add a sub-list
