Drag and drop Windows app doesn't work

You can drag the list bullet to the location you desire but it doesn't stay there and also the placement line is missing for the item you are dragging.  It just goes straight back from where you are dragging it from

  Unfortunately, the bug is apparently NOT fixed. Exact same behavior continues on my Windows desktop app. Works fine on the Chrome browser.

  It is still not working - if I drag a list of bullets which include one with sublists, it does not work.  You have to move them individually.

  This definitely wasn't an issue before as I have been doing this to bump my tasks for a long time.
