Bullets dissappear after I've fomatted the main line

Why do bullets disappear after formatting a top line into h1, h1, or paragraph?

Maybe it's not a bug, but it's a design fault

  Intentional design. If you want your bullets to be visible, you can turn paragraphs back into bullets.

  It is very convenient for people to hit Enter and to continue to have paragraphs. At the point that you no longer want to have paragraphs, turn the very next paragraph into a bullet.
