Some bullet points showing and some not unless I hover over them

Some of my bullet points are not showing and it is driving me crazy. They were all part of a larger section - my newest - brain dump section. I moved some of the bullet points to other places in the lists and the bullet not showing for that item followed into the new area even though bullets of other items in same list are showing.
