Cannot move Sub-items under home anymore

Not sure if this is an intentional thing done or is an unexpected behavior. But it is really annoying that suddenly cannot do something.

  Sorry, I'm not sure I follow... would you be able to give a screen recording or a screenshot explaining what you can't move where?
